When in 1996 Solihull Metropolitan Borough Council granted outline planning approval for the expansion of the passenger terminal facilities and related infrastructure it was subject to a detailed Planning Agreement under s.106 of the Town and Country Planning Act 1990 signed on 3rd July 1996.

Among other things the Agreement required the Airport to establish a Community Trust Fund in which it invests £55,000 each year plus the penalties imposed on airlines for noise violations. In addition the Airport pays for the day-to-day administration of the Trust.

Established by a Declaration of Trust on 16th February 1998 the Trust was registered as a Charity (1071176) in August that year. It has nine Trustees appointed by Solihull Metropolitan Borough Council, Birmingham City Council, the Airport Consultative Committee and the Airport Company.

The Trust’s Area of Benefit is defined as those areas affected by the Airport’s operations.

The themes of the Trust are directly aimed at improving quality of life – through heritage conservation, environment improvement and education projects, encouraging and protecting wildlife and social and leisure activities. The Trust's accounts show that by 31st March 2004 it had spent more than £600,000 on projects of this kind.
